Modernising Citizen Enrolment

The Office of Citizenship and Migration Affairs (PMLP), an authority under Latvia's Ministry of the Interior, is responsible for the country's core identity infrastructure. It issues passports and eID cards through service points across Latvia, where biometric data such as a facial image and fingerprints is captured.

PMLP required a modern, standardised solution for capturing citizen biometric and identity data at these service points. The customer specified a custom-designed desktop enrolment kiosk capable of high-quality biometric capture, fully integrated with its existing software environment.

A Kiosk Built for Capture Quality and Ease of Use

Each component of the kiosk addresses a specific enrolment requirement:

Auto-Adjusting Camera
The motorised camera positions itself to each applicant, ensuring correctly framed facial images and removing the need for manual repositioning by the operator.


Intelligent Lighting System
An adjustable smart backlight panel controls brightness and colour to produce consistent, high-quality photographs that meet international travel document standards, independent of ambient lighting at the service point.

Two Fingerprint Scanners
2 single-finger scanners allow efficient, reliable fingerprint capture as part of the standard enrolment workflow.

Signature Pad
The integrated signature pad captures the applicant's handwritten signature digitally, completing the biometric and identity record without paper forms.

User Information Screen
Applicants receive clear on-screen guidance throughout the process, reducing errors and shortening enrolment time.

These capabilities allow a complete identity registration covering face, fingerprints, and signature to be performed at one compact desktop station. The device controls capture quality rather than leaving it dependent on the operator or environment.

On-Time Delivery Through Local Partnership

Delivered within 90 Days
Laxton designed, built, and integrated the kiosks within the contracted 90 days of the purchase order, with final delivery at the end of December 2025.

On-Site Training in Riga
In March 2026, a Laxton team ran a one-week programme at PMLP's premises, training staff in day-to-day operation and routine maintenance of the kiosks.

Delivered within 90 Days
Laxton designed, built, and integrated the kiosks within the contracted 90 days of the purchase order, with final delivery at the end of December 2025.
