Honduras is working to modernise its civil registration and identification systems, supported by international financing for the digitisation of its civil registration and vital statistics (CRVS) system. The programme aims to raise birth registration coverage to 97% and, for the first time, issue national identity documents to children and adolescents aged 6 to 17.

The National Registry of Persons (RNP) is responsible for civil registration and national identity documents in Honduras. Its existing mobile enrolment kits were approaching end of life. To maintain reliable service and extend reach into difficult to reach areas, RNP needed to update its enrolment infrastructure with new equipment.

Supply, Commissioning, Training, and Support

Laxton was contracted to deliver a complete solution built around four elements:


Supply
New mobile, Biometric ID Registration kits to replace the ageing inventory.


Commissioning
In-country commissioning of the kits.


Training
Training for RNP personnel on operation and maintenance.


Technical Support
A one-year commitment for technical support following delivery.


The kits support mobile enrolment, allowing RNP to register citizens in other locations rather than only at office environments.
